Capital Projects
The City of Evans is consistently working on Capital Improvement Projects to make Evans the Community of Choice in Northern Colorado. These projects range from small in scope - such as annual concrete replacement projects that improve curb and gutter areas and repair sidewalks - to large-scale, multi-year improvements like the construction of the new Evans Police Station and the 37th Street widening project. All of these projects are undertaken with an adherence to industry approved practices and rigorous financial oversight.
Whatever the scope, the City Council directs City Staff to seek out multiple bids to assure both the efficacy of the work as well as the best possible value for taxpayers. Every project the City undertakes, from adding new playground equipment to one of our parks to upgrading our stormwater infrastructure, goes through a competitive bid process whereby licensed contractors with a resume of successful project completion in their subject matter area submit bids that meet the project scope, timeline for completion and are within budget. From there, the acceptable bids are brought before the City Council for review, analysis and, potentially, contract award. The process does not end there, however, as the City exercises project supervision from surveying the site to sign-off on the completed work.
