About the City Manager

Cody Sims was appointed the City Manager of Evans on January 9, 2023. Prior to his appointment, Cody served as the Assistant City Manager for the City of Augusta, Kansas for eight years, and the Director of Engineering and Economic Development for the City of Wellington, Kansas for three years prior to that. Cody earned a master’s degree in public administration from Wichita State University and earned the designation of Certified Public Manager from the University of Kansas. Cody is a credentialed manager through the International City/County Manager’s Association and is also a member of the Colorado City/County Manager’s Association.

Role of the City Manager

In accordance with the Evans City Charter, the City Manager is the chief administrative officer of the City government. The City Manager’s primary responsibilities include:​​

  1. To be responsible to the City Council for the efficient administration of all departments of the City government, except the City Attorney and the Municipal Judge.

  1. To see that all laws and ordinances are enforced.

  1. To appoint the heads of the several City departments whose appointment is not otherwise specified in the City Charter, and to direct and supervise such department heads.

  1. To give the proper department or officials ample notice of the expiration or termination of any franchises, contracts, or agreements.

  1. To see that all terms and conditions imposed in favor of the City or its inhabitants in any public utility franchise, or in any contract, are faithfully kept and performed.

  1. To recommend an annual budget to the Council and to administer the budget as finally adopted under policies formulated by the Council, and to keep the Council fully advised at all times as to the financial conditions and needs of the City.

  1. To recommend to the Council for adoption such measures as the City Manager may deem necessary or expedient; and to attend Council meetings with the right to take part in discussions but not to vote.

  1. To exercise and perform all administrative functions of the City that are not imposed by the City Charter or ordinance upon some other official. Not counteracting any other provisions of the City Charter, the Manager may, in the event of an emergency, at his discretion, exercise complete administrative authority over any department, department head, or City employee and all city owned property. The City Manager shall determine when such emergency exists.

  1. To be responsible for the maintenance of a system of accounts of the City which shall conform to any uniform system required by the Council, and which shall conform to generally accepted principles and procedures of governmental accounting. The City Manager shall submit financial statements to the Council monthly, or more often as the Council directs.

  1. To act as Purchasing Agent for the City and in such capacity to purchase all supplies and equipment and dispose of the same in accordance with procedures established by the Council.

  1. To establish, subject to approval by the Council, appropriate personnel rules and regulations governing officers and employees of the City. The City Manager shall administer the personnel merit system with fairness to all and in a manner designed to stimulate high morale of the employees.

  1. To perform such other duties as may be prescribed by the Charter or required of the City Manager by ordinance or by direction of the Council.

  1. The City Manager shall prepare an annual report of the affairs of the City including a financial report. Copies of such audit and annual report shall be made available for public inspection at the office of the City Clerk.
