The Planning Division provides guidance and coordination for land planning and development activities throughout the City. The Division works to process applications in a manner that is effective, consistent, predictable, flexible, and transparent. As the first step for development proposals in the City of Evans, the Division will assist applicants through entitlements and serve as the primary City contact, while integrating building, engineering, utilities, and partner agencies into the development process.
Projects in the City vary by intensity, density, scale and use. Depending on the type of proposal, the following actions may be warranted for project, from a vacant and unincorporated state to ready for vertical development. In simplified order:
- Annexation (a property must be annexed into the City of Evans, becoming part of the City limits, eligible for services and subject to Evans jurisdictional authority
- Zoning (a property must be zoned correctly for a desired land use. Zoning creates the framework and expectations of what types of land uses are located adjacent to one another.
- Site Specific Development Plan (a project must receive approval for the desired land use. This may be by Site Plan, which seeks to demonstrate compliance with City Codes or may include a Special Use Permit, which evaluates the compatibility of an atypical use or subdivision requests including preliminary plans and final plats.)
- Agreements (following conditional approval of certain applications, a variety of agreements for public improvements, road maintenance and development terms may be required)
- Property interests (certain projects may require the dedication and/or vacation of rights-of-way and easements).
A given project may start anywhere within the above path, depending on the specific nature of the request and characteristics of the property. There are a variety of other applications that may supplement or are standalone actions such as replats, variances, select permits, location assessments and non-conformities.
While our daily practices revolve around active case management, our goal is to support the long-term growth and successful build-out of the City. Each project is an opportunity to create a high-quality improvement, which positively reflects and advances the interests of our citizens, business community, natural features, investors, and City Council. Through the process, we seek to innovate, mitigate and elevate projects for mutually beneficial outcomes. These outcomes and the associated standards and requirements to achieve these outcomes may be defined in City Ordinances, such as Title 18 of the Evans Municipal Code, adopted long-range planning documents such as the Master Plan, and may be influenced by the input from surrounding property owners and interested parties in both legislative and quasi-judicial environments.
Beyond case processing, the Division manages the creation and enforcement of long-range planning documents and policies adopted by the City Council, which guides the growth trajectory of Evans. The Division also works on Intergovernmental Agreements with adjacent governments and agencies in order to further refine and establish the City as a regional municipality and the Community of Choice.
