2021 Waterline Design Projects
In 2016 Evans completed a Utility Master Plan that identified segments of the water infrastructure in need of replacement or possible upsizing to improve the City’s water distribution system. Some of these projects, such as the 17th Avenue Waterline Replacement and 23rd Avenue Waterline extension, were completed in 2019 and 2020. Evans plans to replace and or extend waterline infrastructure in the following areas:
Project 1
State Farm Road from Glendale Drive to 29th Street
Project 2
West Service Road south of 31st Street to 35th Street
Under Highway 85 at 35th Street
State Street from 35th Street north to 31st Street
Project 3
West Service Road south of 37th Street
Under Highway 85 at 39th Street
West Service Road north of 42nd Street to 39th Street
State Street from 39th Street north to Denver Street and then north to 37th Street
Evans is working with Ditesco Services to design the waterline replacement projects in 2021 with planned construction in the following years as budget allows. Evans prioritized these projects by risk of failure given the age of the pipes and recent break history. In the case of the waterlines under Highway 85, a failure would be very problematic. Evans plans to continue this process to design replacement projects and construct them in alternating years to continuously improve the waterline infrastructure.

Design Progress April 2022
Current design work on the three projects are summarized below.
Project 1- State Farm Road
Plan packages are essentially complete pending put this project in the appropriate year budget. Once the budget is established the project can be advertised for construction after updating the bid package with the appropriate dates.
Work will include replacement of old CIP waterline with PVC waterline in State Farm Road.
Pavement of State Farm Road from Glendale Drive to 29th Street Road will be completed with this project.
Construction of this project is currently planned for 2024 based on the current 5-year Capital Improvement Plan (CIP).
Project 2 – 31st to 35th to 31st Street
Design is back in progress now that a storm sewer alignment for the East Side Storm Sewer 35th Street has been determined.
Design now includes the design of a new larger sanitary sewer in State Street from 31st Street south to 37th Street to eliminate a current bottleneck by increasing the sanitary sewer pipe size from 8 to 12 inches.
Construction of this project is currently planned for 2023 based on the current 5- year CIP.
Work will also include new pavement on the impacted streets. Final limits of the paving will be included in the final design package.
Project 3 – 37th to 39th to 37th
Additional geotechnical bores were completed in the median of Hwy. 85 to verify soil conditions for the waterline bore to reduce risk of unexpected conditions when the bore is completed at this location.
Plans will be shovel ready this year.
Construction of this project is currently planned for 2026 based on the current 5-year CIP.
Work will also include new pavement on the impacted streets. Final limits of the paving will be included in the final design package.
